This collection of articles has been compiled in order to give as broad a description of Icrime and justice in ScandinaviaI as possible. Crime rates are on about the same level as in other European countries, still people have much less fear of crime and also the punitiveness level is much lower. This contradictory set of data seems to be in need of an explanation.
